Can Tho: Striving to become the economic center of the Mekong Delta region
The People’s Committee of Can Tho City has been actively coordinating with the Ministry of Planning and Investment in implementing the Project on formulating a Resolution of the National Assembly on specific mechanisms and policies for Can Tho city.
Can Tho is geographically located in the Central Region of the Mekong Delta and is the center for health, education, several services, distribution, and trade. However, the industry has not been strongly developed because the connection of transport infrastructure with surrounding areas is still underdeveloped.
On the side of Can Tho locality, Vice Chairman of the City People’s Committee Nguyen Van Hong said that to build the project, the city relied on Resolution No. 59-NQ/TW dated August 5, 2020, of the Politburo on construction and development, Can Tho city by 2030, with a vision to 2045; Official Dispatch 91/TTLQH-PL dated August 10, 2021, of the General Secretary of the National Assembly on the proposal to add the draft Resolution to the program of law and ordinance development in 2021; Official Dispatch No. 5610/VPCP-QHDP dated August 14, 2021, of the Government Office on the formulation of the National Assembly’s Resolution on specific mechanisms and policies for several localities. Notice No. 88-TB/TU dated August 24, 2021, of the Can Tho City Party Committee on the conclusion of the Standing Committee of the City Party Committee on August 24, 2021. Resolution 55/NQ-HDND dated August 27, 2021, of the People’s Council of Can Tho city on proposing several specific mechanisms and policies for the development of Can Tho city.
On that basis, relevant functional forces also determined that specific mechanisms and policies for the development of Can Tho city must be consistent with the Party’s guidelines and procedures, and the direction of the Politburo in Resolution No. 59-NQ/TW, ensuring the constitutionality, legality, consistency, and synchronization with the current legal system and compatibility with international treaties to which Vietnam is a signatory. At the same time, it must be consistent with international practices and ensure feasibility and similarity with other major cities in the country.
Meanwhile, Director of the Department of Local and Territorial Economy, Ministry of Planning and Investment Nguyen Duc Tam informed that after receiving the Report 168/TTR-UBND dated August 31, 2021, from Can Tho City, The Ministry has sent an official dispatch to 13 ministries and branches for opinions and has received comments from 8 ministries and departments.
– Firstly, regarding specific policies and mechanisms, the National Assembly’s point of view on the formulation of Resolutions is obvious. Issues that are different from the Law or have not yet been regulated will be included in the Resolution of the National Assembly.
– Second, they must comply with the provisions of the Constitution.
– Third, it is necessary to decentralize powers to local authorities for issues under the Prime Minister’s control to facilitate the implementation process.
The Ministry of Planning and Investment also wished and suggested that Can Tho city needs to separate the issues under the Prime Minister’s authority and those under the Government’s authority, focusing on the proposal to submit to the Prime Minister’s Resolution decide on specific mechanisms and policies for Can Tho city; Review the contents, can boldly propose decentralization and maybe add a logistics area at Can Tho airport.
