Effort to meet the needs of import and export, trade between provinces
To meet the needs of import, export, and trade between regions and regions, the Prime Minister has approved the master plan for developing Vietnam’s seaport system from 2021 to 2030, with a vision to 2050.

Planning perspective
– Seaports are an essential part of maritime infrastructure, socio-economic infrastructure, identified as one of three strategic breakthroughs. It needs to prioritize investment to ensure harmony between socio-economic development and national defense – security and social security, adapting to climate change.
– Developing synchronous and modern maritime infrastructure, ensuring marine safety and security, effectively connecting modes of transport. Besides, it also promotes the advantage of being the primary mode of transporting large volumes of goods, playing an essential role in international freight transport and reducing logistics costs.
– To bring into play the advantages of geographical location, associating with economic and urban development space. It focuses on developing international gateway ports capable of receiving large tonnage ships traveling on long sea routes; take advantage of natural conditions; develop harmoniously and reasonably between seaports and urban development space; between the seaport and the inland port infrastructure, floating berths, and transshipment anchorages.
– Mobilize all resources, especially non-budget resources, for synchronous investment, focusing on the maritime infrastructure system. It prioritizes state resources to invest in public naval infrastructure, especially international gateway ports, to promote the efficiency of decentralization in terms of resource mobilization and implementation for the locality.
– Actively approach and promote the application of achievements of the Fourth Industrial Revolution in construction, management, and exploitation towards the construction of green seaports, energy-saving, and efficient use of natural resources, natural shoreline, water surface.
Goals to 2030
To develop asynchronous and modern seaport system with high-quality services, to meet the needs of socio-economic development, to ensure national defense – security, maritime safety, and environmental protection, to improve the competitiveness of the economy, contributing to turning our country into a developing country with modern industry and high middle income by 2030.
Vision to 2050
– To develop asynchronous and modern seaport system on a par with the region and the world, meeting green port criteria; fully and effectively meet the country’s socio-economic development needs, is the central pillar that plays the role of driving force, leading and successfully developing the maritime economy according to Resolution No. October 22, 2018, of the Eighth Conference of the 12th Central Committee of the Party on the Strategy for sustainable development of Vietnam’s marine economy to 2030, with a vision to 2045, contributing to turning our country into a strong-sea-developedand high income nation.
– The seaport system’s capacity to meet the demand through goods with an average growth rate of about 4.0 to 4.5%/year; the average growth of passengers is about 1.2 to 1.3%/year.
