Hoa Binh focuses on infrastructure investment in industrial zones and clusters

Hoa Binh is making every effort to achieve the goals set forth in the Resolution of the 17th Provincial Party Congress, which explicitly states: The land area of ​​targeted industrial zones and clusters by 2025 will account for about 1% of the natural area of the province.

As approved, Hoa Binh province has 8 industrial parks with a total planning area of ​​1,507.43 ha, resulted from practical demands and subject to the Resolution of the XVII Congress; The Provincial People’s Committee directs to conduct field surveys in multiple districts likely to attract investors.

A consent and integration proposal have been come up from which four new industrial parks have been added including: Bao Hieu Industrial-Urban- Service Zones, Yen Thinh Industrial Park, Tan Phong Industrial – Urban – Service Zones and Cao Son Industrial Zone, located in the following districts: Yen Thuy, Lac Son, Da Bac. Hoa Binh province’s planning during 2021 – 2030, vision to 2050 has a total planning area of ​​1,493 ha. It will increase the province’s total planning to 12 industrial zones with a total area of ​​about 3,000 hectares.

In addition, the province is currently planning to develop 21 industrial clusters with a total area of ​​866,605 hectares. There are 16/21 industrial clusters established by the provincial People’s Committee, with an area of ​​683,225 ha, with a total investment capital for construction of licensed technical infrastructure of VND 4,862,458 billion.

Up to now, Luong Son Industrial Park and the left bank of Da River have basically been synchronously invested and completed in terms of technical infrastructure; Five industrial parks have infrastructure investors: Luong Son, left bank of Da river, Yen Quang, Nhuan Trach and Mong Hoa. A centralized wastewater treatment system that meets environmental standards has been installed in Luong Son industrial zones, the left bank of Da and Yen Quang rivers. The industrial park on the left bank of the Da River has been providing accommodation for workers and employees.

The province has prioritized investment resources for many large projects in Mong Hoa, left bank of Da river, Yen Quang, Lach Thinh Industrial Parks, completed site clearance, created a pure land fund with a total area of ​​248.75 hectares within the industrial parks: the left bank of the Da River, Lac Thinh, Yen Quang, Mong Hoa and concurrently been implementing the site clearance process and procedures of around 105ha of Nhuan Trach industrial park, 70ha Mong Hoa Industrial Park and 30ha Yen Quang Industrial Park. As of August 2022, the total investment in industrial park infrastructure development is about 1.25 trillion dong, of which the central budget,  local budget and infrastructure investment capital for supporting industry are 227.85 billion dong, 354.115 billion dong, and 667,095 billion VND, respectively.

In addition, the province has been centering on investing and completing multiple important projects in industrial clusters in Hoa Binh city, Lac Thuy and Lac Son districts, with a total investment capital of VND 501,444 billion (58 billion VND from Central budget and 34,188 billion VND from local budget and 409.256 billion VND from infrastructure investor’s capital). Detailed construction planning of 1/500 scale, construction compensation, clearance work, traffic infrastructure, centralized wastewater treatment plant…

With the focus on planning, creating clean land fund and attracting infrastructure investment in a synchronous direction, industrial zones and clusters locally, the province are increasingly and continuously welcoming businesses and secondary investors. As of August 2022, the province’s industrial parks have attracted 104 projects, including 26 foreign direct investment projects (accounting for 66.7% of the province’s FDI projects) and 78 domestic investment projects, including domestic investment capital and registered capital of 1,357,466 billion VND. Industrial parks have 64 projects in operation. The industrial cluster has 15 production and business investment projects. In the first 9 months of 2022, revenue of enterprises from production and business activities was estimated at 15,417 billion VND, up 24% over the same period last year; creating jobs for about 20,100 workers.
