Industrial parks in Ho Chi Minh City still produce ‘3 on-site’ from August 23

HEPZA has just announced to businesses manufacturing under the model of “3 on-site”, “1 route, 2 destinations” to continue operating in Export Processing Zones and Industrial Parks from August 23.

The Management Board of Export Processing Zones – Industrial Parks of Ho Chi Minh City (HEPZA) has just sent a document to infrastructure development companies and enterprises in export processing zones – industrial parks on strengthening many preventive measures local anti-epidemic. Accordingly, HEPZA requires units to strictly comply with the requirements and regulations of the Steering Committee for Covid-19 Prevention and Control and propagate to employees “who are there,” not to move from the place of export production.

According to HEPZA, businesses that are manufacturing under the model of “3 on-site”, “1 route, 2 destinations” continue to be allowed to operate in Export Processing Zones and Industrial Parks to create favorable conditions for enterprises to fight against production services, limiting disruptions to the production chain, and stabilizing jobs for workers. 

Recently, the People’s Committee of Ho Chi Minh City also requested the Department of Industry and Trade, the Management Board of Export Processing Zones and Industry to coordinate with the People’s Committee of Thu Duc city, districts, and districts to strengthen inspection and supervision of enterprises, allow businesses to continue operating if they meet the requirements in Plan 2715 of the Steering Committee for Epidemic Prevention and Control.

In the case of enterprises that have both quarantined and produced additional employees, if they have tested negative by RT-PCR, that should promptly bring them into the enterprise. Set up temporary accommodation areas separate from existing accommodation and production areas, continue to isolate in enterprises according to regulations.

The HEPZA management board does not deal with change cases, addition, reduction of labor, or new registration of enterprises under the method of isolation and production after 0:00 on August 23 to the end of September 6. To ensure no outbreaks in businesses, businesses continue to follow periodic testing every 7 days strictly. Enterprises must not allow workers to move out of the production site to perform testing. HEPZA encourages enterprises to conduct their rapid antigen tests, send test results and video clips of the sampling process, and the head of the business has to sign, stamp and take responsibility for the periodic testing within the company.
