Invest in Hai Phong city road section to Ninh Binh – Hai Phong expressway

The Deputy Prime Minister has requested Ministry of Transport to preside, along with Ministry of Planning and Investment, Ministry of Finance, People’s Committee of Hai Phong city and relevant agencies, and obtain mutual consent with regard to using local budget funded for a part of Ninh Binh-Hai Phong Expressway going through Hai Phong city.

The Government Office has just issued an official letter conveying the opinion of Deputy Prime Minister Le Van Thanh on the investment and construction of that road section.

Accordingly, the Deputy Prime Minister has directed the Ministry of Transport in construction investment and reaching agreement with Ministry of Planning and Investment, Ministry of Finance, Hai Phong City People’s Committee and relevant agencies on construction investment of Ninh Binh – Hai Phong expressway, according to the Prime Minister’s Decision in Document No. 7394/VPCP-KTTH dated September 7th, 2022 of the Government Office on the use of local budget to invest in Hai Phong’s roads and expressway through the city directly under the central government, through the province.

According to Ministry of Transport (MOT), a expressway linking industrial parks, resorts and seaports to the east of Hai Phong city will soon be built together with the Hanoi – Hai Phong expressway to shorten the travel distance and duration  between coastal localities and the Red River Delta as proposed by the People’s Committee of Hai Phong city over the necessity of investing in Hai Phong city section to Ninh Binh – Hai Phong expressway.

Currently, the Ninh Binh – Hai Phong expressway has a total length of approximately 109 km, about 22 km (13 km of Hai Phong, 9 km of Thai Binh) invested by Hai Phong City People’s Committee and prepared by Thai Binh Provincial People’s Committee for investing about 80km (Ninh Binh 18km, Nam Dinh 29km, Thai Binh 33km). Therefore, about 7-km-section through Hai Phong city has not been invested yet.

However, according to the medium-term public investment plan 2021-2025, about VND 304,000 billion has been allocated to the Ministry of Transport, only meeting the requirements of investing in a number of expressway, commencing a number of dynamic projects, handling urgent works and 5 bottlenecks of the transportation industry, so it is impossible to arrange capital for the construction of the Ninh Binh – Hai Phong expressway within 2021-2025 period.

Over the past time, the Prime Minister has entrusted investing in a range of  construction projects of expressways and highways such as the investment project to build Tuyen Quang – Phu Tho expressway connecting Noi Bai – Lao Cai; Nhu Nguyet bridge construction project, Bac Giang province, …. Therefore, the Ministry of Transport advocates the proposal to assign investment decision on the city section – Ninh Binh-Hai Phong expressway project to Hai Phong city. The city would be convenient in site clearance, resource mobilization and investment directing.
