Investing in the construction of Ring Road 3 will develop the entire southern critical economic region
The Ring Road 3 project in Ho Chi Minh City is an important national project group, playing a vital role in inter-regional connectivity (connecting the Southeast with the Southwest and the Trans-Asia corridor), promoting socio-economic development, and ensuring national defense and security.

At the monitoring session on the socio-economic implementation situation in the first four months of 2022, the direction and solutions for the last months of 2022 of the Ho Chi Minh City National Assembly Delegation recently, Mr. Vo Van Hoan – Deputy Chairman of the Ho Chi Minh City People’s Committee said that the National Assembly Standing Committee on May 13 agreed to approve the content of the Ring Road 3 project and submit it to the National Assembly at the May 2022 meeting. Thereby, the city proposes to the city’s National Assembly Delegation to report to the National Assembly for consideration and approval of the investment policy of the Ho Chi Minh City Ring Road 3 Construction Investment Project and other mechanisms, specific policies for project implementation.
According to the Director of Ho Chi Minh City Traffic Construction Investment Project Management Board, Luong Minh Phuc, the Ho Chi Minh City Ring Road 3 Construction Investment Project is a group of projects belonging to a vital task nation. Ring Road 3 for Ho Chi Minh City and the Southern Key Economic Zone plays a crucial role in inter-regional connectivity (connecting the Southeast with the Southwest and the Trans-Asia corridor), promoting socio-economic development and national defense and security assurance.
According to the Adjustment Project of Ho Chi Minh City’s transport development network planning to 2020 and a vision after 2020, approved by the Government in Decision 568/QD-TTg dated April 8, 2013, Ho Chi Minh City needs to invest in building and closing ring roads: Ring Road 2; Ring Road 3 and Ring Road 4. Ring Road 3 and Ring Road 4 are planned as inter-regional roads; has the following objectives: Developing transport infrastructure, especially promoting the efficiency of radial roads, separating the flow of vehicles that do not pass through the inner city, and developing new urban space.
Ring Road 3 has a significant meaning in informing the lifeline traffic network of the southern critical economic region. When closed, this route will promote trade between provinces, boosting the economy’s comprehensive coverage for the area and is a bright spot to attract investors to projects adjacent to Ring Road 3—precisely, shortening travel time from Ho Chi Minh City to Binh Duong, Dong Nai, and Long provinces An, the southwestern provinces to the northern region and vice versa.
The Ring Road 3 project in Ho Chi Minh City also helps connect the satellite urban area and industrial zones to the core region of the Southeast region. At the same time, we are helping to promote economic development, opening a new urban development direction for the Ho Chi Minh City area and satellite cities.
Besides enhancing investment cooperation opportunities and possibilities among provinces in the Southeast region; helping to divert transit traffic through Ho Chi Minh City, reduce traffic congestion and accidents, improve environmental quality, and improve the social and economic life of the people of Ho Chi Minh City in particular and Southern critical economic region in general.
Invest in the project of Ring Road 3 in Ho Chi Minh City with large traffic capacity and high speed to create impetus and pervasiveness to promote economic restructuring and socio-economic development of the Southern critical economic region in particular and the whole country in general.
With the role and meaning of the route as mentioned above, the investment in the Ring 3 Project in Ho Chi Minh City is essential and urgent in the current period to soon put socio-economic results into operation, ensuring security and defense in the Southeast region and Ho Chi Minh City.
According to National Assembly member Truong Trong Nghia, it is reasonable to consider this a project for the entire southern critical economic region. Although the section running through Ho Chi Minh City is more than 40km (out of a total length of 76.34km), it should be emphasized with the role of this project. This project creates a driving force for the whole important Southern economic region.
The Ring Road 3 project is about 76.34km, passing through 4 provinces and cities. Specifically, the section passing through Ho Chi Minh City is approximately 47.51km long; Dong Nai province is about 11.26km long, Binh Duong province is about 10.76km long, and Long An province is about 6.81km long. Regarding the project implementation progress, it is expected that they will carry out site clearance in the first quarter of 2023. Construction will begin in the third quarter of 2022 and the second quarter of 2024. In 2025, the expressway will be completed, and they will complete the whole project in 2026.
