Nam Dinh: Urging the process of establishing Ninh Co Economic Zone

The People’s Committee of Nam Dinh Province has just established a Steering Committee formulating a plan for setting up Ninh Co Economic Zone aiming to achieve the goals proposed by the city several years ago.

On October 12, Vice Chairman of Nam Dinh Provincial People’s Committee Tran An Dung said that Chairman of Provincial People’s Committee Pham Dinh Nghi had signed the decision of the Provincial People’s Committee on establishment of Ninh Co Economic Zone by the Steering Committee.

As stated in the document, the People’s Committee of Nam Dinh province has decided to establish a Steering Committee with Head, and Standing Deputy Head are Chairman of the Provincial People’s Committee and Standing Vice Chairman of the Provincial People’s Committee respectively. The other two deputy directors are the Head of Department of Planning and Investment and head of the provincial industrial parks management board.

The members include: Commander of Provincial Military Command, Director of Provincial Public Security, Director of Department of Natural Resources and Environment, Director of Department of Construction, Director of Department of Transport, Director of Department of Agricultural and Rural Development, Director of Department of Industry and Trade, Director of Department of Finance, Director of Department of Justice, Commander of the Provincial Border Guard Command, Leader of the Office of the Provincial People’s Committee; Chairman of People’s Committees of Nghia Hung and Hai Hau districts and Director of Nam Dinh Power Company.

The decision on tasks and activities of the steering committee addresses: “Advising the Provincial People’s Committee to guide and organize formulation of a plan on establishment of Ninh Co economic zone according to regulations; In addition, the Management Board of Industrial Parks is the Standing Body of the Steering Committee.

The People’s Committee of Nam Dinh province has issued the Decision based on eight grounds, including Decision No. 1453/QD-TTg dated September 24, 2020 issued by the Prime Minister on the adjustment and supplementation of the development planning of the Zone Vietnam’s coastal economy by 2020. Decision, resolution No. 04-NQ/TU dated June 18, 2021 of the Party Executive Committee of Nam Dinh Province on promoting administrative reform, improving competitiveness, encouraging and attracting investment from 2021 to 2025, resolution No. 05-NQ/TU dated 18/6/2021 of the Executive Committee of the Party Committee of Nam Dinh province on the construction and development of Nam Dinh marine economic zone from 2021 to 2025 and the following years.

It is known that since the early 2000s, Nam Dinh has discussed the idea of ​​​​establishing Ninh Co economic zone in two coastal districts of Nghia Hung and Hai Hau – where the Ninh Co estuary flows into the sea.

Over the years, the Nam Dinh provincial government has implemented a slew of new transport infrastructure projects to connect this region, in addition to previously built traffic works, including coastal paths through provinces; backbone route connecting the province’s maritime economic zone and Cau Gie – Ninh Binh expressway; Nam Dinh – Lac Quan new road route – Coastal path. Previously, the Department of Transport has completed the Ninh Co Estuary sub-component reconstruction under the Transport Development Project in the Northern Delta and is currently preparing a project for a series of constructions connecting Day River – Ninh Co River…

Over the years, the Nam Dinh provincial government has established Rang Dong Textile and Garment Industrial Park (Phase 1 is 550 hectares in width in Nghia Hung district); Previously located in Hai Hau district is Nam Dinh Thermal Power Plant project (under the process of completing investment procedures); currently there are a number of projects: Xuan Thien Nghia Hung Green Steel Factory No.1, Xuan Thien Nam Dinh Green concrete components Factory invested by Xuan Thien Group with a total capital of about 3 billion USD. In addition, Nam Dinh provincial government has proposed to the Ministry of Transport to include Xuan Thien Nam Dinh specialized port in the detailed plan of the Northern Port Group (Group 1) in the period of 2021- 2030
