Proposing 5 cases to travel between Ho Chi Minh City and five provinces

Workers, experts, citizens going for medical examination and treatment, going to Tan Son Nhat airport to go abroad are facilitated in circulation to move between Ho Chi Minh City and five neighboring provinces when the Covid-19 epidemic is gradually controlled.

On September 30, Vice Chairman of Ho Chi Minh City People’s Committee Le Hoa Binh sent a draft of a traffic organization plan for several cases where there is a need for regular circulation between Ho Chi Minh City and five provinces (including Dong Nai, Binh Duong, and Long An, Tay Ninh and Ba Ria – Vung Tau for the above five provinces) for comment.

According to the draft, five groups frequently move. It including:

– Freight, shuttle workers, experts

– Public service activities

– Medical examination and treatment

– Transfer to Tan Son Nhat airport

Each group will have specific regulations for traveling between localities.

In particular, the means of transport of goods circulating to and through Ho Chi Minh City must have identification papers (with QR codes). Vehicles passing through the city are not allowed to stop or park, except for force majeure cases such as vehicle damage, technical problems, or health problems of the occupants.

Transporting workers and experts organized by enterprises from provinces and cities to factories in Ho Chi Minh City and vice versa must meet two conditions:

– Have had the first dose of Covid-19 vaccine for 14 days or have recovered from Covid-19.

– Negative test result for nCoV is still valid.

Vehicles transporting workers must be passenger cars with 10 seats or more, and the specialist vehicle is a car with up to 9 seats.

Enterprises need to develop a specific transportation plan, through the focal unit being the Management Board of the Export Processing Zone and Industrial Park, the Management Board of the Hi-Tech Park, the District People’s Committee, and associations to register the method of transportation. They shall send convenience, route, and operation time to the Department of Transport to carry out the procedures for granting an identification certificate.

After September 30, Ho Chi Minh City continues to maintain checkpoints at the city’s gateway area. The functional forces will control the means of transporting goods and vehicles to transport workers and experts through identification (with QR code) and declaration on the address vantai.drvn.gov.vn or QR code through the command. This morning, the People’s Committee of Ho Chi Minh City announced a new Directive on adjusting safe and flexible adaptive measures, effectively controlling Covid-19 and socio-economic recovery, applied from October 1. Accordingly, the city will remove the roadblock. And they remove the travel document, people can travel but not arbitrarily leave the city. Moreover, many business lines, services, and social activities have also been reopened.
