Quang Tri Airport is invested and built in the form of PPP

Quang Tri Airport will be funded under the public-private partnership (PPP) method, with a total investment of more than 5,820 billion VND.

Deputy Prime Minister Le Van Thanh signed the decision on investment policy to build Quang Tri airport on December 20.

They will build Quang Tri airport in 3 communes: Gio Quang, Gio Hai, and Gio Mai, in Gio Linh district, Quang Tri province. The scale of the project is a grade 4C airport and a grade II military airport, with a capacity of one million passengers and 3,100 tons of cargo a year.

It is expected that Quang Tri airport will be divided into two investment phases, with a total estimated cost of VND 5,822.9 billion. Phase 1, building essential works up to the standards of grade 4C and grade II military airport; capacity to handle 2.2 million passengers a year in 2046 and 5,000 tons of cargo in 2042.

Investment capital in this period is nearly 2,914 billion dongs. The capital mobilized by investors is 2,680.5 billion dongs (equity 380 billion dongs, loan capital 2,300.5 billion dongs); capital from the central budget to support site clearance and resettlement is more than 233 billion VND.

Phase 2 will invest in-ground service infrastructure at the airport in 2029; expand the passenger terminal in 2047 to ensure the operation of up to 5 million passengers. In this period, 

They will also develop the first cargo terminal in 2043 with a capacity of about 13,700 tons a year, the second phase in 2059 with a total of about 25,500 tons a year. They will also build government offices, aviation, and non-aviation service facilities in phase 2.

Phase 2 investment capital is more than 2,909 billion VND, including nearly 2,827 billion investors’ capital (45% equity, the rest is borrowed) and about 80 billion VND from the state budget.

Quang Tri airport project will have an implementation period of 50 years. And it is expected to operate, collect payback fees in 47 years and four months. 

Quang Tri airport is identified as a project to promote the political, economic, and social development of the province; and, at the same time, ensure high mobility in defense and rescue and relief work and national defense – security of the Central region.
