Remove paper bills to fight tax fraud
In the last six months of the year, the Department of Taxation implements an e-invoice system in 6 provinces and cities, completely overcoming fraudulent acts of invoices.

The General Department of Taxation is researching technology solutions, building the overall design of the electronic invoice management system, meeting the provisions of Decree No. 123/2020/ND-CP dated October 19, 2020. It regulating invoices and documents, aiming to remove paper invoices on July 1, 2022.
It is expected that the above system will be deployed first at 6 Tax Departments of provinces and cities, including Hanoi, Ho Chi Minh City, Quang Ninh, Hai Phong, Phu Tho, and Binh Dinh in the last months of this year.
In this context, many businesses have pioneered to convert to e-invoices to remove many limitations of paper invoices affecting their business operations.
From 2017 to 2019, the tax industry detected 7,474 businesses buying, selling, and using illegal invoices, with nearly 500,000 violated invoices and arrears nearly 200 billion VND in tax. In 2020, the number of businesses using illegal invoices decreased sharply, but the severity increased. In the nine months of 2020, arrears amounted to 6,599 billion VND.
It is the fraud of many businesses and organizations that have contributed to lacking transparency, dynamism, and potential risks for the Vietnamese economy.
The number of used e-invoices in 2020 is about 2.3 billion, accounting for about 50% of the total number of invoices used in 2020. There are about 800 enterprises providing invoice software solutions nationwide electronics for businesses and business organizations to use.
Implementing the Electronic Invoice System also contributes to helping businesses digitalize when digitizing, automating all work processes to replace the previous manual and inefficient working methods. At the same time, helping to reduce the cost of invoices for businesses, overcoming fraudulent acts on invoices.
On the part of the tax authority, it is easy and fast to manage, store and search the invoice data of each enterprise using e-invoices because the information is already available on the network system. The inspection of illegal invoices is also more straightforward if all businesses use electronic invoices.
The government is accelerating the implementation of information technology and applied informatics applications, supporting inspection and examination such as software to detect goods purchase invoices of enterprises without business addresses, prescribing invoices duplication, invoice cross-checking software. So, the effectiveness of the inspection work has had many positive changes.
