The Ministry of Transport proposes Ho Chi Minh City and Hai Phong to reduce seaport service fees
The transport association and the management agency, the Department of Inland Waterways, said that Hai Phong and the upcoming city. Ho Chi Minh City charges fees for some services in the seaport area which are not suitable.
Deputy Minister of Transport Nguyen Xuan Sang has just signed a document to the authorities of Ho Chi Minh City and Hai Phong on the fee for using infrastructure works and public utility services in the seaport border gate area.
Accordingly, the Ministry of Transport said that the COVID-19 epidemic caused the supply chain of production and distribution of goods to be affected and disrupted because countries applied epidemic control measures.

The Ministry of Transport has recently received documents from agencies and organizations reflecting on the fee for using infrastructure works, services, and public utilities in the seaport border gate area for goods transported by inland waterways.
Specifically, associations, businesses, and the Vietnam Inland Waterway Administration said the current toll collection of Hai Phong and soon Ho Chi Minh City (from April 1, 2022) in the use of structural works. Infrastructure, services, and public utilities in the seaport border-gate area for goods transported by inland waterway means is not reasonable and not suitable for the proper subjects. This regulation also increases the burden on businesses, creates a situation of overlapping fees, and reduces the competitiveness of water transport enterprises.
To support businesses in the context of the COVID-19 epidemic and reduce logistics costs, the Ministry of Transport proposed the People’s Council and People’s Committee of Ho Chi Minh City and Hai Phong to consider the proposals of businesses to exempt and reduce fees for using infrastructure, services in the seaport border-gate area for goods in transit or transshipment transported by inland waterways.
